Car manufacturers, NGOs are allowed to run driver training centers, issue driving licenses


Various entities including private vehicle manufacturers, automobile associations, non-profit organizations or legal private companies have been allowed to operate licensed driver training centers and also issue driver’s licenses to people who complete the course. prescribed training. A notification in this regard has been issued by the Ministry of Road Transport and Highways.

These entities will be able to issue driver’s licenses in addition to the existing facility for issuing driver’s licenses by regional transport offices (RTOs). They will be able to apply for accreditation. “Any legal entity such as companies, associations, companies, NGOs, private establishments / automobile associations / associations of vehicle manufacturers / autonomous body / private vehicle manufacturers, etc. will be eligible to apply for DTC accreditation, subject to the following criteria. The ministry said in the guidelines published on August 2, 2021.

The directives of the Ministry of Transport further stipulated that the legal entity making the request must have the required infrastructure or facilities on the ground stipulated in the CMV rules of 1989. It must also have had a clean criminal record since its inception. “The applicant must demonstrate financial capacity to manage adequate resources to operate the center to the satisfaction of the State / UT,” the guidelines add.

Once an entity requests authorization to operate a driver training center, the designated authority will complete the process within sixty days of receiving the request. The approved training center shall submit an annual performance report to the relevant regional transport offices (RTO) / district transport offices (DTO).

The central government will not grant any subsidy for the operation of these approved centers. However, entities can seek CSR support from the business sector or any other central or state government program. In addition, the guidelines stipulated that accredited centers should develop an online portal that will contain information on the training schedule, structure of training courses, training hours and working days. The portal should also contain information on the list of trainings / persons trained, contact details of instructors, outcome of training, available facilities, list of vacations, training fees, among others.
